Abstract

The paradigm of Green Open Space (GOS) has evolved to integrate green, non-green, and blue spaces. However, residential areas in Bandar Lampung City, which possess the largest GOS portion, face low quality and are flood vulnerable. This study aims to provide design recommendations for GOS development in the Way Halim Permai Residential Field based on the Indonesian Green-Blue Index (IHBI) to improve environmental quality and flood mitigation, as well as to determine the design elements necessary to achieve a high IHBI score. The research method employed an IHBI calculation simulation referring to the Minister of ATR/BPN Regulation No. 14 of 2022, comparing the existing conditions with an integrated proposed design. The results show that applying the IHBI as a design framework is highly effective. The effective GOS area increased 4.19-fold, from 2,468.89 m² (equivalent to IHBI 1) to 10,364.64 m² (equivalent to IHBI 4.19). The main design elements required are: (1) superior large-tree vegetation; (2) blue infrastructure (bioswales, rain gardens, and retention ponds); and (3) porous materials (porous paving and grass blocks). Public GOS design in flood-prone residential areas must integrate these three elements, as they contribute most to the IHBI score while supporting green and blue ecological functions.
